SERTOMA LAW AWARDS
PROGRAM 1989-2007
In 1988, Lieutenant Greg Turley of the Tulsa County Sheriff’s Office
came to the Townwest Sertoma Club with an idea. He wanted to know if
the club would be interested in sponsoring a Tulsa County Deputy
Award Program. The club readily agreed to sponsor the award each
year by reviewing three nominees and coordinating the banquet. The
first “Tulsa County Deputy of the Year” award ceremony was held at
the Candlewood Club in 1989 at a combined Southside and Townwest
Sertoma Awards Banquet. It was a great success for the Sheriff’s
Office and the Sertoma Clubs.
Southside Sertoma Club members joined Townwest in 1990 to present
the first “Sertoma, Troop B Trooper of the Year” award. This award
was presented to a single nominee from the Oklahoma Highway Patrol
Troop B. Troop B covers the Tulsa metropolitan area.
In 1991 we presented the first “Tulsa Metropolitan Officer of the
Year” award. This award is a competition among federal, state and
small town law enforcement agencies who do not have their own awards
program. The first winner came from Owasso, Oklahoma. Others to
follow came from the Oklahoma Department of Corrections, and the
Treasury Department’s Alcohol, Tobacco and Firearms Agency.
In 1994 we honored the first recipient of the “Tulsa Emergency
Telecommunicator of the Year”. This award is presented to one of the
four quarterly winners within the Tulsa Emergency Communications
Center. Each of the four are honored at the banquet and one of them
is selected to receive the top award.
Guest speakers for the banquets have been selected from outstanding
individuals that have made a significant impact on our lives through
their support of law enforcement. Representative Rob Johnson
sponsored and guided the Automatic Fingerprint Computer
Identification System (AFIS) through the state legislature in his
rookie year. Senator Dick Wilkerson has been a leader of the
Oklahoma State Bureau of Investigation during the Camp Scott
investigation and an outstanding senate supporter of law
enforcement. S. M. “Buddy” Fallis achieved such recognition as a
Tulsa County Prosecutor that each of those following him strives to
reach the “high performance and professionalism Buddy achieved”.
Clinton E. Riggs, former Deputy Chief of the Tulsa Police
Department, made his mark on Tulsa though his innovative steps in
education of law enforcement officers. His invention of the “Yield”
sign brought national recognition. Ron Palmer guided his Tulsa
Police Department to new highs of professionalism. Tulsa County
Judge E. R. “Ned” Turnbull gained a reputation as a tough assistant
district attorney and an even tougher judge. Craig Roberts retired
from the Tulsa Police Department as a helicopter pilot, was a former
military sniper, and is an accomplished author. Mark Collier stands
above most prosecutors in Tulsa County as a man who will take risky
cases and prosecute for maximum penalties. Federal Prosecutor Scott Woodward
presented his views of the shrinking world vs the expanding role of
law enforcement officers.
Paul Killian, Resident Agent in Charge of the Tulsa FBI Office
presented the operation structure of FBI Offices. Ron Trekell, is
retired from the Tulsa Police Department and is a Tulsa Historian
who researches and speaks on Oklahoma lawmen and outlaws. Randi
Miller, stepped into the political field first as a City of Tulsa
Councilor and then as Tulsa County Commissioner. KOTV Channel 6 News
Anchor Lori Fullbright shared the humor and heartbreaks of police
reporting at the 2005 banquet. Jay O'Meilia, Tulsa Artist was our 2006 guest, presenting his work on law enforcement monuments
and memorials. Major John Harris of the Oklahoma Highway
Patrol was our 2007 guest speaker, representing OHP 70th Anniversary
of Service.
Recipients of the Sertoma Law Awards are selected for outstanding
contributions to their community. Some have been selected for
hundreds of hours of community service. Others were selected for
their significant individual contributions. Some recipients have
displayed courage and tenacity in their law enforcement jobs that
caused them to stand out among for the rest for a period of time.
All were selected for their positive contribution in “SERvice TO
MAnkind”, the SERTOMA motto.
